The pilots were cleaned and inspected... they are good. I checked the float levels again, and I must have been sleeping the first time I checked them! They seem to be very very low. The carbs have been cleaned several times....but I will still do as you suggest with the pilot. There are new float gaskets, as well as new gaskets at the top of the carbs. Ok...I took a multimeter and stuck the probes into the pigtail coming off the coil. I had the multimeter set at 200. I got a reading of 1.5. My manual says 0.33 +/-10%. I then took one of the probes out of the pigtail and stuck it into one of the spark plug wires. The multimeter was set at 20k. I go...

Got it. I will do leak test before anything else. I also took the flywheel off to make sure the guy who put this engine together didn't put the timing advance back in. He unknowingly had. It is back to stock now. Thanks to all.
