Dumb Headlight question

I'm coming near the end of my 1983 Canadian RZ basket case rebuild and I started to wire the headlight bucket today. I'm using R1 switch gear so it's not just plug and play. The only problem I have is headlight power. Does the headlight get power as soon as you turn on the key through the blue/black wire or does the bike need to be running?

headlight turns on with the key and always stays on.

First thing I'd check is the fuse/fuse box. The old fuse boxes on these aren't the most reliable. I am getting ready to replace mine as the clip connections on my headlight fuse have cracked and don't hold the fuse well any more.
