The real issue is that the extra 2mm of height now means your steering stem nut has 2mm less threads to clamp on, and the bearing rests partially on a threaded portion of steerer tube rather than a fully unthreaded portion.

When I rebuilt my bike I had a front-end clunk that I could not figure out. The bearings were tight, everything was solid, but I could get a clunk on hard braking. It was the steerer tube moving inside the upper bearing inner race. The gap is too small for a shim but large enough to be noticeable. Some JB weld fixed that right up and it's solid now. I applied a small ring of it and sanded it until the bearing fit snugly.

Is it the same situation with the lower bearing race? Does that also extend beyond the bottom of the steering stem?
Was just getting ready to do my 84 also. Notchy when turning the bars.
