I don't know about other states. Here in California if you have an RZ350. You call the DMV and see if the VIN number is in the system. Since our DMV system is not very competent. You take the bike to any law enforcement and have the numbers verified. Then you take the paper work to the DMV. This only works if you have a 17 VIN number and a DOT tag.

It is next to if not impossible here in the Commonwealth of VA. And the last RZ I got was Canadian as well so I knew that wouldn't fly here. Luckily I got it done in VT before the opportunity went away and was able to get a VA title. The shame of it all is nearly everybody's barn finds and estate finds are now worth significantly less money. I have friends who have used this guy. Pricey but beats the alternative https://www.saintsengine.com/services/title-service/

For what it's worth: New Hampshire is still pretty lienient, for NH residents anyway.
If the vehicle is older than 1999, you do not need a title to register the vehicle. A bill of sale and a VIN verification form signed by a police officer will do.
Once you have it registered in NH, a State outside NH that requires a title will generally accept a form from NH stating that the vehicle is "title exempt."

So, find a friend that lives in New Hampshire, sell the bike to him/her. Get the bike registered in NH and then have your friend sell it back to you.

I have not heard of people having trouble registering Canadian bikes older than 1999 here in NH.
