Your getting there with the pj. While in neutral, blipping the throttle near 3000 or so the bike should return to an idle rapidly if your there/close. If not your lean.
DoldGuy, the advantige using the banshee parts one has choices you don't have with the stock needles.

Changing mains will only affect 3/4-WOT.

Opened airscrews half a turn and no discernible difference in the ride. On to the needles tomorrow night.

The engine should rev up really crisp if that's what was needed.

Nope. Not crisp. Will drop needles and see what happens. Thanks to all for advice.

Dropped needles and is a little crisper. Need to take for a decent ride as soon as it stops bloody raining.

Went for a spin. Still very unresponsive below 3k. Open throttle at 3k and it is flat just like sucking air. Actually will not pull away below 3500. . After 3 k smooths out, slight flat spot at about 4500 but hardly noticeable. Pulls strong to redline after 5k. Here is a pic of plugs after I rode about 3/4 a mike home at about 3k and cut engine as I pulled in. Image

IMO those look fine. Maybe your asking to much @ 3000rpm. Are you snapping the throttle open down there or rolling it on. I don't thing anyone's RZ is going to respond favorably whacking it open @ 3000. I would put in a bigger pj and open up the air screw's.

That thought crossed my mind but the inability to pull away below 3500 leads me to believe something still not right

Think you may be right on the pj. Had been thinking I may have gone too small at 20. Cheers

With some help from my new buddy, iron, some progress has been made.
Currently running
410 mains
DJ needle 2nd clip from top
Airscrews 1 turn out

Is now rideable and doesn't need a bunch of revs and clutch slipping to take off. Will make some more rides when it gets warmer and keep checking the plugs and adjust as necessary.
Thanks to all.
