The Airtech headlight cowl for the USA RZ350 didn't have any tabs to mount it to the bracket. I'd be interested to know if those Chinese knock-offs are made with mounting tabs. I've got one of the Air-tech headlight cowls unused from 20 years ago sitting on the shelf because I'm not inventive enough...

When the bearings are in the wheel and the tube is between the bearings inside the wheel, the tube-style spacer should be snug against the ID of the wheel bearings. That does look like a powerjet bowl. And it could be possible that someone with a bunch of oddball carbs did a mix and match on something this old.

Don't lose any sleep over Fork air pressure. Yess it does work adding a palpable difference . also look for an air-flow obstruction.
Over-oiled filter, clogged filter, anything that might be obstructing the intake of the airbox.
Try removing the carb over-flow vent tubes.
