The Airtech headlight cowl for the USA RZ350 didn't have any tabs to mount it to the bracket. I'd be interested to know if those Chinese knock-offs are made with mounting tabs. When the bearings are in the wheel and the tube is between the bearings inside the wheel, the tube-style spacer should be snug against the ID of the wheel bearings. That does look like a powerjet bowl. And it could be possible that someone with a bunch of oddball carbs did a mix and match on something this old.

I can tell that is not a USA model Yamaha RZ350 Carb.

This is a guess- I think it looks like it could be an oil injection port.

Don't lose any sleep over Fork air pressure. Yess it does work adding a palpable difference . I had good luck with these guys in the past.

also look for an air-flow obstruction.
Over-oiled filter, clogged filter, anything that might be obstructing the intake of the airbox.
Try removing the carb over-flow vent tubes.
