The Airtech headlight cowl for the USA RZ350 didn't have any tabs to mount it to the bracket. I'd be interested to know if those Chinese knock-offs are made with mounting tabs. I've got one of the Air-tech headlight cowls unused from 20 years ago sitting on the shelf because I'm not inventive enough...

When the bearings are in the wheel and the tube is between the bearings inside the wheel, the tube-style spacer should be snug against the ID of the wheel bearings. Thiskeeps the bearings from being crushed when you tighen the axle. I think that disc on the tube is just there so the spacer tube will...

That does look like a powerjet bowl. And it could be possible that someone with a bunch of oddball carbs did a mix and match on something this old.

I can tell that is not a USA model Yamaha RZ350 Carb.

This is a guess- I think it looks like it could be an oil injection port.

Don't lose any sleep over Fork air pressure. Yess it does work adding a palpable difference . But.. and this is the important bit... the pressure will be Gone by next morning, or if lucky; next afternoon.. Tired seals and imprecise (gasp!) machining assures that. also look for an air-flow obstruction.
Over-oiled filter, clogged filter, anything that might be obstructing the intake of the airbox.
Try removing the carb over-flow vent tubes.
