No primer and yes two coats would be nice. You can metal etch it if you want to battle the rust. Some etches act as primers too. What paint are you going to use? People seem to have good luck with the BBQ paint but I have never used it.

Gloss black epoxy paint is nice. Powdercoat is also nice. I have also used urethane enamel with good results. Its easy to fix if it does get scratched.

Solder would be proper but I bet a good epoxy would be also good for a long while. No I have never seen one of these mounts break off but that doesn't mean it can't happen.

Needle and seat? If the float floats and is set proper, then it has to be needle and seat problem I would think. You mention replacing the needle but not the seat. Just a thought.

RM stator rewinds coils and are very good about technical questions like what you are asking. You might want to give them a call.

I put out a lot of poison. I get the humane traps then put the decon inside and it keeps the pets out. I also put them up above dog level in the garage so there wont be a problem.
