you were very lucky. the tag with VIN number like the Canadian bikes have the 17 VIN number and the wording of DOT Federal regulations or and a big no no you are registering the bike as a pre 1978. That's a big No No

You also need an engine number...
What " decal" are you referring too? I'm only viewing a (engraved plate).

The Calif DMV registration process is SOooo convoluted, I often get a completely different answer on the exact same question from different DMV clerks.
And that's tying to register bikes w no titles or dirtbikes w different frame & motor #s, apparently in Calif dirtbikes/ ATVs have to have matching #s or it cannot be legally registered, without a CHP inspection. One clerk told me if it's not the original motor, then it can NEVER , EVER be registered. I think she's mistaken, but I don't question what one clerk says vs another as it might diminish my chances,
Then don't get me started with the F-ing F-tards at my local CHP, they do Appointments ONLY a good 1-2 months out...been in there 2x and got the same crock of shit, so I called a CHP office in Los Angeles..they said NO Problem..until I said where I live 120 miles away...then they said I HAVE TO GO TO MY LOCAL CHP..UGggg! WTF! It's one F-ing state.

I think the DMV & the CHP are just trying to manage a beraucratic inflicted nightmare. I suspect that often they don't know what to "officially" do, so they have this knee jerk reaction.

My friend bought both a RG500 Gamma and a RZ500 from AZ, originally from Canada. He drove right down to DMV and walked out w titles a half hour later. He just bought a Japan only Spec GSXR limited edition GSXR 750, again w Canadian registration. He's hoping to have the same luck.

a problem may come from the Japanese gsxr bike without a DOT tag. Again look into the DMV site. If you take time to read the site. You can download the vehicle ID form and "ANY" local law enforcement "CAN" inspect the bike for registration. The DMV clerks are idiots and the CHP are @$$es

Guys why are you reinventing the wheel. The wheel no matter what is 360 degrees. Don't buy any GS850 or anything that is hiding what the bike is. Don't transpose numbers. Do it the right way. Go look for a GSXR750 frame with a California title and put all the parts from the Japanese frame. Then hang that Japanese frame in your man cave. Come on guys use your head.

you need to consider all the facts. Can someone afford to loose a bike by tampering with the numbers? Also if you buy an existing gsxr frame of the same year as the Japanese bike. Then as long as the frame has a California title and a plate and is non operational. Not only will you save money the bike and a big headache.

I have dealt with the DMV and the CHP. The first one are idiots and the second one are @$$es. I'm trying to convey my fifty years of dealing with them. As far as number verification any Law Enforcement in California can do it, but you have to download the forms from the DMV site. The advantage of this is that the local PD are not very knowledgeable :smt005
