Transmission oil pump drive

Help please regarding trans oil pump drive arrangement.......
I assume the parts list is incorrect as the thrust washers need to bear against the aluminium surfaces, and not the drive dowels as shown.

Fully assembled, there seems to be loads of end-float, and am worried that the drive dowels may full out which I believe has happened for some. I could shim out the end-float, but am wondering if I just have something wrong. The clutch side seems that it can only go together 1 way, and at the oil pump side, I have put the drive dowel at the outboard side of the gear.
