Update - this had me thinking that maybe holding the throttle wide open when turning the petcock on may provide a vent through the rod, so I called SC, and yes, it appears this would be a solution to the choke access on those two carbs. I had thought I'd posted this previously, but I guess not. You need access to all 4 chokes even if you don't need them to start the bike. The reason, as noted in the SC manual, is if the float bowl level gets low for some reason, when you turn the fuel on without the chokes opened, they may overfill...

I do "view only" on FB, just dont want anything in their "hands". Fella has quite a fine bike, ohlins bst etc. To gain a little more choke lever clearance he's put those 2 carbs at a slight angle, with knurled pulls. I think he'll find he can't access them with the wilson air cle...

Someone on the Facebook group is doing this conversion as well if anyone is interested; perhaps his progress will be quicker than mine - waiting for warm weather to get back to tuning, and perhaps a better solution to the chokes on the two tight carbs.
