Did you pressure test the motor after you built it? If not, it could be an air leak. Would have been nice to pressure test it before you took it apart, but too late for that now.

If it wants an RPM that the pulses "change", wouldn't you want to put in something like 12,000? So that it never sees a change? I don't know anything about what you're working with. Just a logical thought.

Possibly. I guess if you're running the cranks 90 degrees to each other, and the firing turns out 89 degrees, and then 91 degrees, it's not going to be a big deal.

I have a very nice petcock that I would gladly donate to the project. The fuel hoses are with it, but they have been cut off on the ends. Maybe you can use them.
